Born and raise in Philadelphia, Frank attended Friends' Central School and went on to the University of Pennsylvania. He received a Bachelor of Science degree in Finance from the Wharton School in 1977 and a Bachelor of Arts degree from the College of Arts and Sciences. In 1978, he received his Masters' of Arts degree from the College of the University of Pennsylvania. In 1981, he received his Juris Doctor from Boston University School of Law. Frank is currently admitted to the Bars of the Pennsylvania Supreme Court, the United States District Court for the Eastern District of Pennsylvania, The United States Third Circuit Court of Appeals, and the Supreme Court of the United States.

  • He has extensive litigation experience, both in jury and non-jury, criminal and civil, throughout Pennsylvania.

  • In practice for over 25 years, Frank has extensive experience in personal injury, collections, criminal defense, real estate matter, contracts, medical malpractice and estates.

  • As a sole practitioner for over 18 years, Frank has met and prepared clients for all aspects of litigation.
